UCLA Emergency Response Plan

EMPG Guiding Principles

The UCLA Emergency Response Plan has been developed by the General Services Department in coordination with Environment, Health and Safety (EH&S), and the Emergency Management Office. The Response Plan is based on the Standardized Emergency Management System (SEMS) under the California Government Code, Section 8607(a), the Incident Command System (ICS), and the National Incident Management System (NIMS). 

The Emergency Management & Policy Group (EMPG) is comprised of the Chancellor and top UCLA executives who work as an integrated team in pursuing its major responsibilities. The following principles underlie this plan:

  • The primary purpose of the plan is to protect lives, preserve University property and provide for the resumption of essential services and normal activities as soon as possible.
  • Secondary elements of this plan include making executive policy decisions during emergencies and other conditions that may affect campus operations, schedules and work assignments in the campus community.
  • During the initial phase of an emergency or natural disaster, UCLA must be self-sufficient.

Organizational Structure

The Management/Policy Section is noted as the Emergency Management Policy Group (EMPG). EMPG serves as the executive management authority for UCLA emergency campus operations. The EMPG issues and/or creates policy directives and establishes mission priorities and objectives for the EOC staff and campus departments.

The Public Information Unit reports to the EMPG and works with the media to formulate press reports, and provides public information to the campus community through all available media.

The Government Affairs Liaison also reports to the EMPG and addresses issues affecting the campus and other governmental entities (the City of Los Angeles) adjacent to and providing services to the campus community, including VIP’s and elected officials that may arrive on the campus following an emergency.

The Campus Emergency Operations Center (CEOC) is managed by the EOC Director. The EOC Director reports to the EMPG and carries directives, goals and objectives issued by the EMPG to the EOC staff and Section Coordinators.

The CEOC staff fulfill four functions under ICS: Operations, Planning & Intel, Logistics and Finance & Administration in support of response, planning and recovery missions.

The CEOC is comprised of all major stakeholders in campus emergency operations, representing a diverse group of professionals and departmental personnel.

Responsibilities

  • Determine Immediate Life Safety Needs
  • Make Strategy Recommendations to EMPG
  • Assess Incoming Emergency Reports and set Priorities
  • Deploy Staff in Response to Critical Conditions
  • Implement EMPG Directives
  • Coordinate with Field Command Posts
  • Support the Public Information Unit by providing facts, figures and statistical data, which may include public advisories or emergency information.

Responsibilities

  • Prepare and Send E-Communication to Campus
  • Activate Campus Emergency Hotlines

  • Respond to Governmental and Non-Governmental Entities and Communicate with Elected Officials, VIPs and Other Representatives.

Critical Disaster Response Activities

Building and Utility Assessment: 
Assess damage to buildings and need for repairs, evacuation or closure.

  • DIRT Team (Disaster Initial Response Team) activated or recalled to campus.
  • With support of structural engineers perform initial assessment of buildings for apparent structural damage.
  • Identify and assess the impact on individual building utility systems (i.e. electricity, gas, HVAC, water, steam and elevators).
  • Coordinate activities with DWP if necessary.
  • Restore disruptions in building utility systems.

Capital Programs (primary for building construction projects)

Campus Events and Extracurricular Activities: 
Coordinate all activities related to campus events including cancellation, rescheduling, relocation and public information.

  • Assess space availability for use by campus or an outside emergency group.
  • Monitor existing events for possible security risks.
  • Notification to clients of cancellation or postponement of campus events.

Computing Networks (CTS Network Engineering and Operations): 
Assess damage and repair campus backbone, coordinate response to computer networks problems in critical areas, coordinate emergency response requiring outages, etc., that may affect critical campus networks.

  • Validate (review and test) network monitoring tools and notification processes.
  • Identify and prioritize remediation for network and systems that are not working.
  • Inspect core switch and hub rooms.
  • Notify campus of network failures and expected time repair.
  • Get network and systems back up in priority order.

Communications Technology Services (Primary Responsibility)
Administrative Information Systems

Construction Projects: 
Assess damage to any ongoing construction sites on campus. Coordinate any emergency response with contractors.

  • Evaluate condition of construction sites for safety hazards.
  • Request assistance for contractors if needed.  Evacuate construction sites.
  • Contact contractors on site for assistance and equipment.
  • Technical staff may render assistance in campus building hazard evaluation.

Capital Programs (Primary Responsibility)

Emergency Management:
Respond to campus emergencies and coordinate emergency response with campus departments. May assist field incident commanders in the initial stages of an emergency. Establish campus emergency response plans and assist in the development of departmental policies and procedures. Manage and prepare in a state of readiness the Campus Emergency Operations Center (CEOC) and other centers for use by campus administrators and staff. Work in conjunction with local, county, state and federal agencies in receiving and transmitting emergency warning notices and advisories, and other communications.

  • Maintains and manages the campus public warning systems.
  • Establishes liaison with the City and County of Los Angeles EOC and UCOP.
  • Files disaster claims & reports to the County, State, UCOP and Federal agencies

Emergency Management, General Services (Primary Responsibility)

Evacuation: 
Assess need for evacuation.

  • Coordinate resources for evacuation
  • Coordinate relocation and public information
  • Liaison with Los Angeles City Fire

Financial Operations: 
Coordinate all activities related to financial operations including payroll processing, loans procurement of emergency resources, etc.

  • Activate Essential Services Team
  • Implement CFS Business Continuity Plan

Corporate Finance (Primary Responsibility)

Fire:
Coordinate all fire response and inspection activity and response. Coordinate mutual aid with other fire control/inspection agencies. Assist in overall management of building/utility repair as it may impact on fire code and potential fire safety.

  • Check alarm signals for fires or alarm failures

Environment, Health & Safety (Primary Responsibility)
UCLA Police Department

Food:
Responsible for the identification of food and water needs for dependent population, coordination of procurement, delivery, preparation, etc., and identifying food and water needs for emergency response workers and coordination of  nourishment breaks for response staff.

  • Access habitability of food production and service areas in the Northwest campus.
  • Determine specific Housing & Hospitality Services resources on site (staff, food, water, beverage, supplies).
  • Develop workable logistics for preparing and serving meals to include:
    • Locations for preparing and serving
    • Menu
    • Meal hours (availability)
    • Mobilize
    • Determine capability (number of meals we can process/hour)
    • Determine number of meals (days?) we have food and water
  • Develop operating forecast to include:
    • Availability of other resources from campus
    • Nourishment needs of service providers and response workers
    • Mutual aid capabilities
    • Ability to receive emergency deliveries of additional food, water, supplies

Housing & Hospitality Services (Primary Responsibility)
ASUCLA
Medical Center

Hazardous Substance:
Assess safety of all known Hazmat sites and coordinate response including evacuation, building closure and clean-up. Coordinate response to all requests for the Hazmat inspections including mutual aid.

  • Open EH&S Departmental Operations Center (DOC)
  • Evaluate all high-risk campus location for status
  • Check with other UC Campuses for possible mutual aid

Facilities Management

Law Enforcement: 
Coordinate all law enforcement activity and response. Coordinate mutual aid with other law enforcement agencies.

  • Increased vehicle and foot patrol
  • Work with campus entities to secure campus
  • Check and log appointed venues

UCLA Police Department (Primary Responsibility) 

Medical:
Coordinate all requests for medical response and supplies including requests for mutual aid. Determine available resources and appropriate allocation.

  • Activate disaster plan and HICS (Hospital Incident Command System)
  • Emergency Department placed on alert
  • Establish communications with local hospitals, Medical Alert Command and County EMS
  • Activate UCLA Medical Center Departmental Operations Center (EOC)

Medical Center (Primary Responsibility)
Student Health Services

Personnel:
Coordinate all personnel activities that may arise including notifying staff and faculty emergency contacts, modifying pay policies, staff counseling services, etc.

  • Disseminate information to the campus community regarding personnel policies and related procedures.
  • Assess availability of critical management and other critical staff.
  • Act as staff to the Emergency Operations Center.

Campus Human Resources (Primary Responsibility)

Radiological:
Assess safety of all known radiological sites and coordinate response including evacuation, building closure and clean-up. Coordinate response to all requests for the radiological inspections including mutual aid.

  • Check and secure gamma radiation source
  • Assess waste radioactive materials for potential spills
  • Coordinate activities with UCLA HazMat Team

Environment, Health & Safety (Primary Responsibility)

Search and Rescue:
Coordinate all search and rescue activities and coordinate any request for mutual aid.

  • Liaison with Los Angeles City Fire
  • Coordinate with Facilities Management for equipment needs
  • Assist non-campus responders in search and rescue activities

Facilities Management

Shelter:
Coordinate all requests for shelter including mutual aid. Identify available sites and coordinate procurement of those sites. Identify associated needs and coordinate procurement (i.e., emergency power, food, medical supplies). Coordinate public information.

  • Determine habitability of facilities in northwest campus
  • Determine residential population of site including staff
    • Determine buildings out of commission and reassign residents
  • Set up search area rescue and medical triage areas and teams
  • Determine and issue Housing and Hospitality Services resources
    • Staff, generators, medical supplies, blankets, unassigned beds, volunteers
  • Develop operating forecast to include
    • Availability of other resources from campus
    • Shelter needs of service providers and response workers would:
    • Assess space availability for use by campus or an outside emergency group
    • Monitor existing event for possible security risks
    • Notification to clients of cancellation or postponement of campus event

Cultural & Recreational Affairs

Student Services:
Student Services is responsible for the coordination of all activities related to students including notification of emergency contacts, class scheduling, counseling services, loans, shelter and food, and public information. 

  • Determine the essential student service functions and assess availability of critical management and technical staff.
  • Assess the number of occupants in the Student Activities Center, John Wooden Center (including North and West); Bradley International Hall, Ashe Center, residence halls and suites, fraternity and sorority houses; and Pauley Pavilion.
  • Confirm readiness of Registrar's Office capability to downloaded data with student, class and event information.

Student Affairs (Primary Responsibility)

Supply/Procurement:
Coordinate requests for resources and determine appropriate allocation. Acquire needed supplies from internal and external sources.

Purchasing (Primary Responsibility)
Corporate Finance

Telephone System (CTS Infrastructure and Project Services – Voice Operational):
Assess damage and survivability of campus telephone network; coordinate with various vendors for disaster recovery and back-up systems for emergency response.

During Business Hours:

  • Assess impact to Telephone Switching Network
  • If outages exist, follow established procedures to restore service to affected Telephone Switching Equipment.
  • Insure Pre-Determined Emergency lines affected by outages are restored to service first.
  • Determine if call blockage is occurring and invoke Line Load Control permitting dial tone for end users with Emergency Line Service.

During Off-Business Hours

  • Contact Switchroom Staff to determine availability for Site Visit and condition of Telephone Switching Network.
  • If outages exist and site visit is required to restore, determine which staff members are able to reach campus.
  • If outages can be corrected from Off-Site, begin restoration process.
  • Insure Pre-Determined Emergency lines affected by outages are restored to service first.

Communications Technology Services (Primary Responsibility)

Traffic Control:
Coordinate traffic evacuation plan as necessary, coordinate response to incidents requiring traffic control.

  • Deploy Traffic Control Staff.
  • Secure access to Medical Center and Medical Plaza for emergency vehicles and critical staff.
  • Disperse traffic to minimize congestion.
  • Direct traffic to nearest campus exit.
  • Modify traffic signals to facilitate egress.
  • Coordinate with UCPD, LADOT, others.
  • Adjust to partial or full evacuation.
  • Assess damage to parking facilities.
  • Secure fueling stations.
  • Provide commuter assistance.
  • Modify shuttle operation to support emergency response.
